The rise of the global economy has meant a surge in the number of companies that have gone “multinational”.  This has meant greater opportunities for employers and worker alike.  It has also created numerous challenges for companies who administer payrolls for employees who are far-flung, around the world.

Managing global HR and payroll across a broad spectrum of countries becomes exponentially complex and unwieldy. Beyond being a labor-intensive process, organizations also need to contend with complex calculations and multiple currencies, languages, time zones and systems, all while being mindful of local laws and customs.

Bill Delabar
is a Director and Practice Leader, Deloitte Tax LLP, for the Global Employment Services group in St. Louis.  He has over 25 years experience in assisting companies from a diverse range of industries in managing the tax affairs of their international assignees.

Bill spent nine years living in Belgium and coordinated tax compliance and consulting services for multinational clients located in continental Europe.  He was a US expatriate himself for six years and was then localized into the Belgian firm, thereby providing him with a unique understanding, personally and professionally, of the issues faced by both the expatriate employee and their employer.

Bill has made presentations to IOMA, the St. Louis HRMA – International roundtables and the St. Louis Gateway Association of Payroll Professionals monthly meetings on various international tax and HR topics.

He is a Certified Public Accountant in Missouri and serves on the Board and is the Treasurer for the Fathers Support Center St. Louis.

Bill holds a B.S. degree in Agriculture and a Master’s degree in Accountancy from the University of Missouri, Columbia.
