Mass media headlines like "Court Backs NLRB," "NLRB Delays Effective Date," and "NLRB's Position May Be Shifting," may oversimplify events at the Board, but they accurately reflect that this small, but critically important, federal agency has a much higher profile than ever before. Employees and labor unions have taken notice, and so should employers, whether they have union-represented workers or not. For example: even nonunion workers may have the right to use social media to comment on working conditions, according to the NLRB.

Ronald Meisburg, Partner, Proskauer Rose; Joel A. D'Alba, Partner, Asher Gittler & D'Alba
Ronald Meisburg is a Partner in the Labor & Employment Law Department and co-head of the Labor-Management Relations and Strategic Corporate Planning Groups, in the Washington, D.C. office. Before joining Proskauer, Ronald served as General Counsel of the National Labor Relations Board for four and one half years and as a Board Member for one year. He is one of only four people to have served as both a Board Member and as the General Counsel, and the only person to have received Presidential nominations for both offices.
Prior to serving at the NLRB, Ronald was a management labor lawyer from 1980 through 2003. In private practice, he has advised management clients with respect to issues arising under federal labor and employment law and collective bargaining agreements; served as labor counsel in complex business transactions; assisted clients in collective bargaining and in grievance and arbitration cases; and represented clients in matters pending before federal labor and employment agencies, and in federal trial and appellate court litigation.
Joel A. D'Alba is a graduate of the University of Illinois College of Law, a partner in a Chicago law firm and represents unions and the workers. His B.A. degree is from Washington University and his M.S. in Labor Economics is from Illinois Institute of Technology. He has been special counsel to the Illinois AFL-CIO in the drafting of the Illinois Public Labor Relations Act and is currently general counsel for the Illinois AFL-CIO.
He is a member of the panel of experts for CCH Labor Law Reports and is a frequent contributor and has spoken often on labor law matters, including the annual public sector labor relations conference of the Kent College of Law, Illinois Institute of Technology and the health care labor relations conferences sponsored by the University of Illinois Institute of Labor and Industrial Relations Healthcare Conference.
