The staff of Bloomberg BNA's Tax Management has written a section-by-section summary and analysis of the American Taxpayer Relief Act of 2012 (Pub. L. No. 112-240), signed by President Obama Jan. 2. The act, in essence, is a permanent extension of the 2001/2003 Bush-era tax cuts under the Economic Growth and Tax Relief Reconciliation Act of 2001. Also, the legislation permanently fixes the alternative minimum tax and estate tax, but increases income tax rates and long-term capital gains rates on higher earning taxpayers. The act incorporates many business and individual extensions of the so-called annual extenders. The summary includes projected 2013 inflation-adjusted amounts for several provisions provided by the Joint Committee on Taxation.
