DonPatterson 
 Donald J. Patterson, Jr. is the chair of Beveridge & Diamond’s Environmental Practice Group. He provides regulatory counseling on hazardous municipal radioactive waste and remediation issues, including with respect to voluntary disclosures, and represents clients with regard to other rulemakings before EPA. He has been heavily involved in counseling clients in the mining and mineral processing industry with regard to the Resource Conservation and Recovery Act regulatory definition of solid waste, including historical contamination issues. Don has represented clients in the United States and across the world, involved in development projects and contaminated properties, including at RCRA corrective action sites. He also has negotiated guaranteed fixed price remediation approaches on brownfields properties. He has provided companies with representation on the environmental aspects of major transactions and due diligence, and has negotiated the allocation of environmental and related liabilities for sellers and buyers in mergers and acquisitions. In addition, Don has performed environmental and Department of Transportation audits for a wide range of clients, and advised clients on their sustainability programs. He is a member of the District of Columbia bar.

StevenHerman 
Steven A. Herman is the former EPA assistant administrator for enforcement and compliance assurance under the Clinton administration. Since joining Beveridge & Diamond in 2001, Steven’s practice focuses on compliance assurance, voluntary disclosure and enforcement issues. He counsels and represents major corporate clients trying to avoid adverse enforcement actions by federal and state government agencies, and clients who have become the subject of such actions. Steven also advises clients on strategies for engaging government agencies on environmental and other significant issues. During his eight years he supervised a headquarters and regional civil and criminal staff of more than 3,500, including criminal agents, investigators, inspectors, attorneys, engineers, scientists and other professionals. He was responsible for the development and implementation of EPA enforcement and compliance policies including the widely used "Policy on Incentives for Self-Policing: Discovery, Disclosure, Correction and Prevention of Violations," the policy on Supplemental Environmental Projects, superfund administrative reforms, and the establishment of the first compliance assistance centers and numerous compliance assistance tools. Steven is a member of the Arkansas, District of Columbia and New York bars.

LauraMcAfee 
Laura K. McAfee is a principal in Beveridge & Diamond’s Baltimore office, and is co-chair of the firm's Air Practice Group and Oil and Gas Practice Group. Her practice is devoted primarily to Clean Air Act matters, including both environmental counseling and litigation. She has represented petroleum refineries, chemical companies, trade associations, municipal waste combustors, pharmaceutical companies, natural gas companies, and others on a wide range of permitting and compliance issues under the Clean Air Act and comparable state laws, including air toxics and Title V issues. She is actively involved in advising and litigating on behalf of companies subjected to administrative, civil, and criminal enforcement actions under the Clean Air Act. Laura also advises clients on facility assessment and audit issues under the EPA audit privilege and state audit laws. She has assisted clients design audit protocols, directed and assisted in the compliance review process, evaluated third-party auditor findings, and assisted clients in identifying and disclosing violations in an appropriate manner. Laura also had counseled clients in a wide range of Occupational Safety and Health Administration issues, including process safety management audits, hazardous communication requirements, compliance with pollutant-specific exposure limits, electrical safety, and the overlap between PSM and Title V compliance. She is a member of the District of Columbia and Maryland bars.
