Under the Obama administration, there has been an increased focus on pay equity, starting with the first bill signed during the President’s first term in office: the Lilly Ledbetter Fair Pay Act of 2009.

The Administration also put into place the National Equal Pay Enforcement Task Force which consists of several agencies working together: the Equal Employment Opportunity Commission (EEOC), the Department of Justice (DOJ), the Department of Labor (DOL), and the Office of Personnel Management (OPM). With this initiative, we have seen an increased focus on equality in pay, especially by the EEOC, and even more by the OFCCP.

Julia Méndez, CAAP, PHR, CELS

Julia Méndez is Principal Business Consultant for the Workforce Compliance and Diversity Solutions division of Peoplefluent’s New Orleans office. Ms. Méndez’s current duties include overseeing the training programs for customers as well as creating content and delivering training in areas such as equal employment opportunity (EEO) and affirmative action (AA) compliance, EEO-1, VETS-100A, web accessibility for persons with disabilities, and reviewing responsibilities of AA and EEO to management. She also has 17 years experience in assisting clients through OFCCP compliance reviews, and offering technical assistance both to clients and internal customers. Her duties also include overseeing the New EEOSource website and publication. She has also been invited to speak at national, regional and local conferences on topics such as new veteran classifications, EEO-1 and VETS-100A requirements, web accessibility for persons with disabilities, preparing for an OFCCP compliance review, and EEO/Affirmative Action/Diversity legal requirements.

Ms. Méndez is a graduate of University of New Orleans where she obtained a Bachelor of Science degree in General Business Administration and a Master of Business Administration. She also holds a Professional in Human Resources certification from the Society of Human Resource Management since 1998, is a Certified Employment Law Specialist from Columbia Southern University, and is a Certified Affirmative Action Professional from the American Association for Affirmative Action...

Memberships in professional organizations include the Louisiana Liaison Group (LLG) where she served in 2007 and 2008 as President and is currently on the Board. She is also a member of the Society for Human Resource Management; Human Resource Management Association of Greater New Orleans, where she has served as Diversity Chairperson from 2007-2011; and is a member and past Personnel Committee Chair for the American Association for Affirmative Action for which she contributes monthly to their EEO Tips section of their email publication. She also is on the editorial board for INSIGHT into Diversity.

Lisa D. Grant Harpe, Ph.D.

Peoplefluent Research Institute Industrial Psychologist, Senior Consultant

Lisa D. Grant Harpe, Ph.D., is an industrial psychologist and senior consultant for the Peoplefluent Research Institute (Institute), Peoplefluent Inc.’s affirmative action research and compliance consulting arm. In this role, Dr. Harpe assists companies in the evaluation of their employment practices as they relate to discrimination. This includes statistical and qualitative analysis of hiring, performance appraisal, compensation and promotion practices, as well as coordination with attorneys and employers involved in discrimination litigation or Office of Federal Contract Compliance Program (OFCCP) audits. She brings 10 years of expertise in industrial psychology and occupational analysis to the Institute.

Dr. Harpe joined Peoplefluent from PRI Associates, a consulting firm acquired by Peoplefluent in September 2001. Prior to that, she was the first industrial psychologist for the North Carolina Highway Patrol in which she implemented, managed and evaluated promotion and performance appraisal systems for the organizations 1,200 officers and validated a new hiring system for Troopers.

Dr. Harpe holds a bachelor’s degree in psychology from Wake Forest University and a master’s and Doctor of Philosophy degree in psychology from North Carolina State University.

Msimpson
Murray Simpson, Ph.D.

As Manager of Consulting Services the Peoplefluent Research Institute, Dr. Murray Simpson specializes in using quantitative methods to analyze matters related to affirmative action and equal employment opportunity. With a Ph.D. in Economics from the University of Illinois, Dr. Simpson is an expert in using statistical analysis to detect discriminatory employment practices. He provides statistical litigation support to plaintiffs and defendants in employment discrimination cases and works with organizations to evaluate their employment practices for compliance with anti-discrimination laws. Dr. Simpson also designs and implements statistical studies that assist federal contractors in responding to audits of their employment practices by the Office of Federal Contract Compliance Programs. More recently, he has worked with attorneys on wage and hour, lost profit, and anti-trust cases.

In addition to well developed skills in economic and statistical analysis, Dr. Simpson possesses strong communication skills, enhanced over time through lecturing and leading discussion in the classroom, making presentations at professional conferences, and publishing research in books and professional journals.

Dr. Simpson comes to PRI following seven years of teaching and researching economics at Davidson College, a highly selective liberal arts college in North Carolina where Dr. Simpson was a tenured Associate Professor. He earned his undergraduate degree in economics at Davidson College and received his master’s and Ph.D. degrees in economics from the University of Illinois at Urbana-Champaign.
