The Montreal Protocol establishes a schedule for the phase-out of the use and production of ozone-depleting substances in developed as well as developing nations. Many nations, however, have accelerated the phase-out. This report looks at the deadlines for halting the use of ODS in selected countries in Europe, Asia, and the Americas, as well as at national legislation to implement Montreal Protocol requirements, legislation mandating leak detection and repair, and legislation requiring the reporting of release of ODS.
