The Treasury Department and IRS finalize rules (T.D. 9602) outlining fees certain health insurers and health plan sponsors will have to pay under the Affordable Care Act to fund an institute that does comparative research on the benefits of medical treatments, services, procedures, and drugs. The rules outline when and how insurers and plan sponsors are subject to fees intended to go into a Patient-Centered Outcomes Research Trust Fund.
