Aug. 5 — The release of the Senate Finance Committee's report detailing “gross mismanagement” at the IRS in the handling of applications for tax exemption could be the driver of big changes in the way the agency does business.

Public confidence could be affected by the protracted controversy over the how the agency handles exempt groups that engage in political activity, the Aug. 5 report said.

To avoid the appearance that politics plays a part in Internal Revenue Service decisions about particular taxpayers, the bipartisan report recommended a number of changes.
