Congress has its hands full this month with discussions over the nation’s budget, including the role of taxes, as lawmakers seek to cut the budget deficit. Underpinning those talks is whether tax reform can be used as a deficit-reduction tool or if it should be aimed at eliminating “loopholes” and cutting tax rates in a way that does not impact federal revenues.
