Robert B. McKinstry, Jr., is the practice leader of Ballard Spahr's LLP Climate Change and Sustainability Initiative. Bobby rejoined the firm in 2007 after a six-year term as the Maurice K. Goddard Chair in Forestry and Environmental Resources Conservation in the Pennsylvania State University School of Forest Resources. He co-founded the firm's Environment and Natural Resources Group and, before his appointment to the Goddard Chair, co-chaired that group. He also taught climate change and other environmental law topics at Penn State as an adjunct professor of law. As the Goddard Chair, Bobby focused on the roles of state and local governments and private organizations in addressing global environmental issues, including climate change, biodiversity conservation, and sustainable development. He has also focused on enterprising or market-based approaches to environmental regulation. Although his practice spans the full range of environmental areas, he has focused his practice particularly on issues relating to climate change and the other areas of his focus while serving as the Goddard Chair. Bobby was counsel of record representing (with several co-counsel) a group of 18 of the leading climate-change scientists who submitted amicus briefs to the U.S. Supreme Court supporting petitioners in Massachusetts v. EPA, where the court reversed the Environmental Protection Agency's refusal to regulate greenhouse gas emissions under the Clean Air Act. He serves as a senior advisor for the Center for Climate Strategies and served as general counsel to Carbon Trap Technologies, LLP, a start-up company developing a proprietary process for chemical sequestration of carbon dioxide emissions. Bobby is licensed to practice law in Pennsylvania.

TomPeterson
Thomas D. Peterson is the founder, president and CEO, of the Center for Climate Strategies. He founded the Center in 2004 to help governments and stakeholders understand and formulate comprehensive responses to climate change. He has designed and directed numerous policy development initiatives and assessments. His assignments over the past 30 years include the White House Climate Change Task Force, Office of U.S. Senator Joseph Lieberman (I-Conn.), and the Environmental Protection Agency. Thomas is an adjunct professor and teaching fellow at the Center for Advanced Governmental Studies/Global Security Center at Johns Hopkins University, as well as the Energy and Climate Center at Johns Hopkins University. He holds a B.S. in Biology with a concentration in economics from the College of William and Mary, a Master of Environmental Management with a concentration in Natural Resource Economics and Policy from Duke University, and an MBA from the University of Texas at Austin with a concentration in Marketing and Product Development.

AmyTrojecki
Amy M. Trojecki is the director of Environmental and Fuels Policy for Exelon Corporation. Her responsibilities include reviewing and analyzing proposed regulations, developing company positions and drafting comments, industry advocacy concerning environmental regulations as well as overseeing Federal Energy Regulatory Commission natural gas proceedings and developing policy positions relating to fuels issues. Amy participated with Edison Electric Institute, Nuclear Energy Institute and the Utility Water Act Group in formulating the industry’s comments on the EPA’s proposed Clean Water Act Section 316(b) regulations for cooling water intake structures. Prior to working for Exelon, Amy was in private practice with Ballard Spahr in Philadelphia, Pa., representing clients with environmental issues in regulatory, transactional and litigation matters. Amy has a B.S. in Earth and Environmental Sciences from Lehigh University and a J.D. and Master of Studies in Environmental Law from Vermont Law School. She is licensed to practice law in Pennsylvania.
