In an attempt to break the stalemate over payroll tax legislation (H.R. 3630), President Obama calls House Speaker Boehner to convince him to bring up the Senate-passed, two-month compromise. An aide to Boehner, however, says that the speaker's position remains unchanged and that instead, the speaker urged the president to support a conference committee to work out a full-year payroll tax cut. House Republicans voted 229-193 to send their payroll tax bill Dec. 20 to a conference committee rather than accept the two-month compromise passed by the Senate.
