State Income Tax Withholding Requires
State-by-State Consideration, ASPM Members Told
There is no uniform national agreement on what constitutes
a temporary assignment, Bob Woodall, senior manager with KPMG’s
Employment Tax Practice told attendees Oct. 1 at the 14th
Annual American Society for Payroll Management Forum &
Trade Show, held in La Quinta, Calif., near Palm Springs.
The lack of agreement means that employers must decide on
state income tax withholding thresholds on a state-by-state
basis, Woodall said.

Due to a recent law passed in California which raises the
state supplemental tax withholding rate for stock options
and bonuses from 6 percent to 9.3 percent, PricewaterhouseCoopers
LLC is recommending that their clients pay much closer attention
to what are bonuses are what are not, Michael Mojabi, a senior
manager with PwC, said Oct. 1 at the 14th Annual American
Society for Payroll Management Forum & Trade Show, held
in La Quinta, Calif., near Palm Springs.

Beach. Bobby Hunt, the
director for taxpayer
education and compliance
(TEC) for the Small Business
and Self Employed (SBSE)
division of IRS, said
that forming relationships
with and listening to
taxpayers is “very,
very important,”
and can take place on
a number of levels.
