Alan Rumph is Of Counsel in the Atlanta and Macon offices of Baker, Donelson, Bearman, Caldwell & Berkowitz, PC. He is a nationally-recognized authority in several health care regulatory areas, including the federal physician self-referral law, also known as the Stark Law.

In addition to his Stark practice, Mr. Rumph has substantial experience counseling clients with respect to the Medicare Anti-Kickback Statute, the Anti-Markup Rule, the False Claims Act, the Civil Monetary Penalties Law and other health care compliance and fraud and abuse matters, including the Medicare Shared Savings Program (MSSP) requirements applicable to Accountable Care Organizations (ACOs). Alan's practice also encompasses reimbursement issues and structuring transactions among health care entities.

Mr. Rumph's broad client base ranges from small physician practices to large hospital systems, and includes ACOs, ambulatory surgery centers, independent diagnostic testing facilities (IDTFs), clinical laboratories, device companies, and other health care providers and suppliers.

Mr. Rumph previously served as Attorney-Advisor to the Honorable Mary Ann Cohen of the U.S. Tax Court.

Mr. Rumph received his B.S. from the University of North Carolina Chapel Hill and his J.D. from the University of Virginia School of Law.

He is a co-author of the Bloomberg BNA Health Law & Business Portfolio Series No. 2400, Federal Self-Referral Law.
