Authorizes water sub-metering in residential tenancies provided that the tenant has signed a written rental agreement that discloses the details of the sub-metering and billing arrangement. Provides that certification by landlord shall include a statement that all shower heads, faucets and water closets in the dwelling unit are water conservation devices and the water sub-metering devices was installed by a licensed plumber.
