Deep spending cuts to IRS's funding included in H.R. 1 would force the service to make “substantial and immediate cuts” to a variety of programs—most prominently tax enforcement, IRS Commissioner Shulman says at a House Appropriations Financial Services and General Government Subcommittee hearing on the IRS budget. Shulman estimates if the House version of the continuing resolution is enacted without changes, direct enforcement revenue for the remainder of the year would be reduced by approximately $4 billion.
