Bloomberg BNA's annual Survey of State Tax Departmentswas referenced by Tax Foundation's Joseph Henchman in testimony before the April 25 U.S. Senate Finance Committee hearing on state tax reform:  "While this thick volume remains the best comprehensive guidance for interstate business, it is littered with footnotes, exceptions, and “depends” notations, reinforcing the lack of clarity the states have imposed on those engaged in interstate commerce."
