The U.S. Chamber of Commerce and the Texas Association of Business sued the Treasury Department on Aug. 4 entirely under the APA, saying taxpayers didn't get enough time to comment and the government's actions were “arbitrary and capricious.” The groups asserted that the rules derailed deals and hurt their members.
