Is Trouble Brewing for the Navigator Program?

Are you looking for help enrolling in the new health insurance marketplaces? Well, a program designed to do just that may be prone to fraud and abuse, according to a report from the House Oversight and Government Reform Committee released Sept. 18. "Substantial risks remain because the Administration decided not to require background checks and fingerprinting of individuals hired by Navigator and Assister organizations," the report said. Consumers will also not be able to verify if individual navigators are legitimate or are engaged in fraud, as the Department of Health and Human Services does not maintain a list of certified navigators.

In contrast to the House Oversight report, Democratic staff on the Energy and Commerce Committee Sept. 18 said the navigator program was safe and would lead to over one million enrollees in the marketplaces. The Democratic memorandum said the navigators already have effective privacy and security policies in place.
