As part of the 1996 Telecommunications Act, the Universal Service Fund was expanded into four separate programs: 1) the high-cost program, 2) the low-income program, 3) the schools and libraries program, and 4) the rural health care program. This report takes an in-depth look at reforms now being made to the four key USF programs, as well as one key aspect of USF that has not yet been tackled—contributions. It also examines potential hurdles and roadblocks as the reforms are implemented, including a pending consolidated lawsuit challenging the FCC’s high-cost order.
