‘Untouchable' Charitable Deduction Under Pressure in Tax Reform Debate

The Internal Revenue Service is asking for public comment on final regulations (T.D. 8002, LR-255-81) on the substantiation of charitable contributions, according to a notice in the April 16 Federal Register.
The rules require donors to maintain receipts and other written records as proof of their contributions.
