Data Quality Final Rules and Challenges
Responding to OMB guidance, federal agencies have published their
draft individual plans for improving the quality, objectivity, utility,
and integrity of data. After public comment, agencies will issue
final guidelines Oct. 1. This process is expected to be watched
closely by industry and interest groups (84 DER A-43, 5/1/02 ).

The Department of Agriculture has included in its guidelines the
requirement that each USDA agency and office establish an information
quality page on its website on which to post requests for corrections
of information, requests for reconsideration, and actions taken
by the agency in response to such requests. The information quality
page will include information on who requested the correction, the
nature of the request, any specific corrections made, the reason
they were made, and any appropriate supporting documents.

Reporting of Complaints
On an annual basis, the Office of the CIO (OCIO) will report to
the Director of OMB on the requests for corrections received under
these Guidelines. DOE elements must designate a reporting official,
except as agreed otherwise between the DOE Element and the OCIO.
The OCIO will work with the DOE Element reporting officials to develop
the annual OMB report
beginning January 1, 2004. The report will include the number of
complaints received, nature of complaints (e.g., request for deletion
or correction) and how they are resolved (i.e.g number corrected,
denied, or pending review).

TRACKING AND REPORTING INFORMATION COMPLAINTS AND APPEALS
The Office of the Chief Information Officer (OCIO) is responsible
for reporting the results of the Department's information quality
efforts as required by OMB guidance. OCIO anticipates using a system
to centrally track and report complaints and appeals.
In accordance with procedures to be specified by the CIO, DOL will
establish on its web site or agency web sites an information quality
site to keep the public informed about information quality on a
timely basis. The purpose of the information quality web site would
be to inform the public about the agency's information quality practices
and procedures. The information quality web site should include
access to the agency's information quality guidelines and an easy-to-understand
explanation of the agency's procedures regarding complaints (which
will include an explanation of how a person may file a complaint
and, subsequently, an administrative appeal of the agency's response
to the complaint). The information quality web site also could contain
other types of information, such as a description of significant
corrections that the agency has made as a result of the information
complaint and appeal process. Each agency should determine the content
of this information page based on its mission, activities subject
to the guidelines, and the expected level of interest by members
of the public.

Tracking Challenges
On a fiscal-year basis, the bureaus and Departmental Offices shall
submit a report to the Deputy Assistant Secretary for Information
Systems and Chief Information Officer (DASIS/CIO). The reports shall
identify the number and nature of complaints received regarding
compliance with the guidelines and explain how the complaints were
resolved. Bureaus and DO shall submit the reports by November 1,
of each following year with the first report due November 1, 2003.
