Why Is Medicare Paying for Prescriptions Ordered by Massage Therapists?

Massage therapists, athletic trainers, and dieticians share one thing in common: they cannot order Medicare Part D prescription drugs. Unfortunately, that message has not registered with Medicare, which paid $5 million in 2009 for prescription drugs ordered by individuals without prescription authority, according to a recent OIG report. The report said Medicare paid for 73,000 prescriptions that were ordered by individuals employed in 14 job categories, including massage therapist, athletic trainer, and dietician. "If drugs are being ordered for Medicare beneficiaries by individuals who do not have the authority to prescribe, it raises concerns about the appropriateness of Part D payments and about patient safety," OIG said.

OIG recommended that CMS take several steps to improve Medicare Part D oversight, including:

 

  • ensuring that Medicare Part D plan sponsors verify that individuals have the authority to prescribe medication;
  • ensuring that the Medicare Drug Integrity Contractor (MEDIC) continues to monitor prescriber activity;
  • ensuring that payments are not made for prescription drugs ordered by individuals with no authority to prescribe; and
  • following-up on the individuals identified by OIG who ordered prescriptions despite not having the authority.
