Bill Morgan rejoined Horst Frisch in January 2015 after serving since October 2011 as the Chief Economist of Transfer Pricing Operations (TPO) in the Large Business & International division of the Internal Revenue Service. In that role, he advised the TPO Director in areas involving economics and the application of an arm's length standard. He also advised on specific cases in Exam, provided thought leadership on difficult economic concepts, and liaised with others to promote the fair and equitable treatment of taxpayers in applying transfer pricing principles.

His Horst Frisch experience includes time as an Associate (1991-1997), Managing Director (1998-2011), and currently as a Managing Director. He has been engaged in projects involving litigation, Advanced Pricing Agreements (APAs), IRS Appeals, government audit, tax planning, and section 6662(e) penalty documentation. He performs work across many industries and provides expert advice on a diverse set of transfer pricing challenges.

He has published articles on timely transfer pricing issues, been a guest speaker at various industry conferences, and testified before the U.S. Congress House Committee on Ways & Means as an expert on transfer pricing matters.

Prior to joining Horst Frisch in 1991, Mr. Morgan worked at Ernst & Young as a valuation consultant.
