Agency: Changes Coming For Withholding Form, Portal

The official income-withholding form is to be renewed before it expires on July 31, an Office of Child Support Enforcement officer said March 28 at the American Payroll Association’s Capital Summit in Washington.

The proposed changes to the Income Withholding for Support Order/Notice form, which was last updated in 2014, include clarifying the Consumer Credit Protection Act withholding limit and that a One-Time Order/Notice for Lump Sum Payment is sent after notification of an upcoming lump-sum payment by an employer, said Sherri Grigsby, manager of the OCSE employer services team.

The OCSE's child-support online portal's changes include a March 15 update to the site’s landing page that added a box to the employer-services element for multi-state employers and new space for employers to provide information updates, she said.

Updates include the ability to add subsidiaries and points of contact and to indicate whether an employer is using a third-party processor and offering medical insurance, Grigsby said, noting that the agency is interested in feedback about whether employers would want to communicate with their state agency through the secure employer portal.
