Two of the biggest players in the tax preparation industry take opposite positions on the type of competency testing that should be required of tax preparers under IRS's new oversight regime. H&R Block says IRS should not base the test on the special enrollment examination required of enrolled agents, while the National Association of Enrolled Agents, whose members take that test, say all tax preparers should have to take a portion of it.
