What Energy and Environment Followers Need to Know About the Omnibus

The omnibus spending bill for fiscal year 2016, released today, provides $8.1 billion to the Environmental Protection Agency.  The House Appropriations Committee’s summary of Interior and Environment appropriations is here and the full text of the omnibus – all 2009 pages of it – is here.

  • $8.139 billion: EPA
    • $717 million more than House request
    • $543 million more than Senate request
  • Two largest programs in the EPA budget:
    • $1.394 billion: Clean Water State Revolving Fund
    • $863 million: Drinking Water State Revolving Fund
  • Riders:
    • one-year prohibition on listing sage grouse
    • ban on regulating lead in ammunition through Toxic Substances Control Act
    • exemption from greenhouse gas regulations for livestock producers
