House Democratic leaders meet via telephone with about 175 members of their caucus regarding upcoming talks with the Senate on producing compromise health care reform legislation, and caucus members cite constituent concern about the so-called Cadillac tax in the Senate bill (H.R. 3590), with rank-and-file members saying the tax could capture many middle-class individuals and those with benefit-rich union-sponsored plans, according to lawmakers and a House aide. But lawmakers say President Obama favors the excise tax, so some version of it is likely to be included in final health care reform legislation.
