Susan Ingargiola is a Director of Manatt Health Solutions (MHS), an interdisciplinary policy and business advisory practice of Manatt, Phelps & Phillips, LLP. She provides legislative, regulatory and policy advice to healthcare providers and nonprofit organizations, including hospitals, community health centers, health information exchange organizations and pharmaceutical and biotechnology companies.

Ms. Ingargiola advises clients on health information privacy issues, including compliance with HIPAA and state medical record confidentiality laws. She has particular expertise in the application of HIPAA and state privacy laws to electronic health information exchange and has participated in the drafting of statewide patient consent and other data sharing policies. She also advises hospitals and community health centers on compliance with the federal Health Center and 340B Drug Discount programs.

Ms. Ingargiola also has extensive expertise in pharmaceutical and biotechnology reimbursement and drug pricing under Medicare and Medicaid as well as pharmaceutical sales and marketing issues. She represents clients before state and federal legislative regulatory agencies, including the New York State Department of Health, the New York Office of the Medicaid Inspector General, the federal Centers for Medicare and Medicaid Services and Congress.

Prior to joining MHS, Ms. Ingargiola worked for Amylin Pharmaceuticals, a biotechnology company located in San Diego, California, where she was Associate Director for Public Policy and a founding member of the company’s Government Affairs Department. At Amylin, Ms. Ingargiola served as the company’s lead advisor on Medicare Part D and provided strategic policy advice on issues ranging from clinical trial information disclosure to sales and marketing restrictions. She has also served in the Public Policy and U.S. Human Health Public Affairs Departments of Merck & Company, Inc. and worked in both houses of Congress, which included positions within the offices of U.S. Senator Robert G. Torricelli (D-NJ) and U.S. Representative Anna G. Eshoo (D-CA) of the House Energy and Commerce Committee. She began her career as an intern in the Clinton White House.

She received her B.A. from The Richard Stockton College of New Jersey and her M.A. from Georgetown University.

Ms. Ingargiola is a co-author of the Bloomberg BNA Portfolio Series No. 1150, Health Information Technology: Emerging Landscape, Legal Issues and Opportunities.
