Michael Lutz is a Director in Avalere’s Health Reform Practice and serves as a member of the advisory board of Bloomberg BNA's Medicare Report. He provides strategic advice and analysis to help clients assess and respond to insurance market reform, including the implementation of the Affordable Care Act. He regularly guides clients in the development of advocacy and policy positions that align with their business objectives. He also leads research and analysis to inform clients’ strategic initiatives and product planning. His areas of expertise include Medicare Advantage, Medicaid managed care, Medicare Part D, behavioral health integration, and Dual Eligible programs.

Mr. Lutz advises a range of clients including national and local health insurance companies, pharmaceutical and biotechnology manufacturers, trade associations, and others. His recent work includes advising clients on and analyzing the impact of Medicare Advantage policy and payment changes on the future of the program, identifying program compliance gaps and advising clients on operational financial impacts of non-compliance, and providing strategy and contracting assistance to newly developed health exchange plans.

Prior to joining Avalere, Mr. Lutz spent several years advising clients in a wide range of health operational improvements and implementations, strategy, and policy development at Navigant Consulting, Inc. and the Lewin Group. In these roles, he advised commercial, Medicare, and Medicaid plans throughout the country in addition to numerous state Medicaid agencies and the Centers for Medicare and Medicaid Services. He also held leadership positions at Independence Blue Cross and Bravo Health, a HealthSpring Company, where he held key roles in the Medicare Part D implementation, a Medicaid Long Term Supports and Services company launch and numerous product, marketing, and operational strategy development projects.

He holds a B.A. in from Dickinson College and an M.B.A. from Temple University’s Fox School of Business.
