Mark Nebergall

Software Finance and Tax Executives Council Inc.
Mark Nebergall is the founder and President of the Software Finance & Tax Executives Council (SoFTEC), a position he has held for more than 15 years.  SoFTEC is a trade association providing software industry focused public policy advocacy in the area of tax, finance, and accounting, and is the voice of the industry for state, federal, and international tax policy.   Prior to joining SFTEC, Mr. Nebergall was Vice President for Finance and Tax Policy of the Software Publishers Association where he handled tax policy matters for an array of diverse software industry interests. From 1982 to 1993, Mr. Nebergall was a Trial Attorney, Senior Trial Attorney and Special Trial Counsel with the Tax Division of the United States Department of Justice where he was responsible for handling tax litigation matters involving federal income, estate, gift, excise and employment tax matters involving individuals, corporations and partnerships in the federal courts in several western states.
Mr. Nebergall served on the Organization for Economic Cooperation and Development’s (OECD) Technical Advisory Group on Treaty Characterization of E-Commerce Payments and currently serves on the OECD’s Technical Advisory Group developing global VAT and GST guidelines.  Mr. Nebergall is a member of the board of directors of the Business Advisory Council to the Streamlined Sales and Use Tax Governing Board.  While at the Justice Department, he was named “Outstanding Attorney” in 1990 and 1991.
