Shirley Morrigan is a retired partner with Foley & Lardner LLP. As a member of the firm's Health Care and Senior Living Industry Teams, Ms. Morrigan represented hospitals, medical groups, integrated delivery systems, home health agencies, and skilled nursing facilities in matters relating to licensure, certification, accreditation, medical staff governance and patient care.

Ms. Morrigan's experience includes bylaws, credentialing, corrective action, hearings and appellate reviews, and writ of mandate proceedings at the California Superior Court, Court of Appeal and Supreme Court levels. Her practice also encompassed privacy and security of health information under HIPAA and state law, bioethics, consent, confidentiality, medical records, Joint Commission accreditation, Medicare certification and state licensure. She has successfully defended numerous health care providers in actions taken by the Centers for Medicare and Medicaid Services to terminate their Medicare certification.

Ms. Morrigan is currently a member of the board of directors of the Saban Free Clinic. She has previously served as a member of the board of directors of both the American Academy of Physician Assistants and the California Academy of Physician Assistants.

Ms. Morrigan earned her A.B. from Stanford University, her M.H.S. from the University of California School of Medicine, Davis, her P.A. from Yale University School of Medicine, and a J.D. from the University of Southern California Law Center.

She is a co-author of the Bloomberg BNA Health Law & Business Portfolio Series No. 2900, The Emergency Medical Treatment and Active Labor Act: Practical Tips and Legal Issues.
