State RAR Projects are not new to the realm of a State and Local Tax Practitioner.  The process of filing of amended returns is not unlike that of those filed annually.  Yet there is enough of a difference in the thought process, work plan execution and data inputs that serious oversight can occur proper planning, evaluation and execution do not take place.

Andy McComas has over 25 years of experience in state and local taxes.  He is the group practice leader for GMG’s State RAR Projects and leads in the development of the unique company tools used to complete these projects: (1) State Amended Return form builder, (2) Workflow Tracker and (3) Net Operating Loss model, all used to ensure smooth execution in preparing the amended returns and meeting the tight deadlines required to be met by any project.

Prior to beginning his time at GMG he had the Director role at McGladrey and at Ford Motor Company where he spent 18 years.  He worked primarily on RAR projects for the past 9 years and, cumulatively, returns filed from those projects has total to close to 20,000 returns.  Andy had his start at E&Y, briefly at General Motors, and then on to Ford Motor Company.  The RAR Projects have been for companies primarily within the Fortune 500.  Andy is licensed CPA in the State of Michigan and is a member of the Michigan Association of Certified Public Accountants and the American Institute of Certified Public Accountants.  He received his BA at Albion College, Albion, MI, and MST from Walsh College, Troy, MI.


Terence Avella has 13 years of experience specializing in state and local taxes.  As an Income Tax Practice Leader for Grant McCarthy Group (“GMG”), Terence is responsible for income & franchise tax reverse audits, audit defense, protests, voluntary disclosures, tax matrices, and requests for advisory opinions.

Prior to joining GMG, Terence was the lead State and Local Tax professional at BlackRock, Inc.  During his tenure at BlackRock, Terence was responsible for all state and local tax issues including, sales & use, income & franchise, and personal property tax in more than 25 states.  Before joining BlackRock, Terence worked at PricewaterhouseCoopers L.L.P performing state and local sales & use and income & franchise tax work.  He is an attorney with an MBA in Finance and an LLM in taxation from New York University and is a member of the New York State and American Bar Associations.
