President Obama is scheduled to sign tomorrow the reconciliation bill (H.R. 4872) that would tweak the recently enacted health reform law. The reconciliation bill modifies several provisions of the Patient Protection and Affordable Care Act (Pub. L. No. 111-148) that Obama signed into law last week. One of the most significant changes is the creation of a new 3.8 percent Hospital Insurance tax on unearned income for individuals earning more than $200,000 per year and joint filers earning more than $250,000 per year.
