Senate Democrats' health care bill (H.R. 3590) passes its first key test as senators vote 60-39 to formally move the bill to the Senate floor. The vote will allow senators to begin to debate amendments to the $848 billion Patient Protection and Affordable Care Act after the Thanksgiving recess. The bill would be paid for through cuts to Medicare and $370 billion in new revenue raisers, including a $149 billion provision that would impose a 40 percent excise tax on health insurers that offer premiums in excess of $8,500 for individuals or $23,000 for families.
