The Senate ratifies a new protocol to the U.S.-France income tax treaty, as France's official journal publishes a law (No. 2009-1471, Dec. 2, 2009) approving that protocol. The accord makes major changes to the treaty, among other things adding mandatory arbitration for certain cases that cannot be settled by competent authorities. It remains unclear when the Senate may act on a new tax treaty with Malta and a new protocol to the U.S.'s income tax treaty with New Zealand.
