Toby Singer, a Partner in the Washington, D.C., office of Jones Day, is a leading authority on mergers and other antitrust matters in the health care industry. Ms. Singer's practice focuses on antitrust counseling and litigation for health care clients. She represents and counsels providers and payers on a wide variety of antitrust issues, including mergers and acquisitions and other transactions, less formal alliances among competitors, and conduct issues. She has handled numerous federal and state government investigations and has defended clients in both government and private antitrust litigation.

Prior to joining Jones Day, Ms. Singer served as a Deputy Assistant Director in the Bureau of Competition of the Federal Trade Commission.

She is a member of the board of directors of the American Health Lawyers Association as well as a past chair of the AHLA Antitrust Practice Group. She has served as a vice chair of the Health Care Committee of the American Bar Association Section of Antitrust Law and has been on the advisory board of BNA's Health Law Reporter.

Ms. Singer earned her B.A. from Wesleyan University and her J.D. from Georgetown University.

She is a co-author of the Bloomberg BNA Health Law & Business Portfolio Series No. 2500, Health Care Networks and Managed Care: Antitrust Aspects of Integration and Exclusion.
