By standardizing defined terms and incorporating common trading practices and market-specific requirements, the agreement may help market participants address the regulatory uncertainty and novel commercial and political risks associated with California's cap-and-trade program. Its publication marks an important turning point in the development of a robust and maturing carbon market in one of America's most environmentally innovative states and the world's eighth largest economy by gross domestic product.
