Lawmakers begin gearing up for a House floor fight on revamping the nation's health care system after Democrats unveil a new bill, the Affordable Health Care for America Act (H.R. 3962), carrying a net cost of $894 billion, with the legislation paid for in part with taxes on the wealthy and on businesses. One point of contention is expected to be the bill's 5.4 percent surtax on modified adjusted gross income in excess of $1 million for married taxpayers filing a joint return and $500,000 for single filers. Republicans are especially critical of the surtax, which is not indexed to inflation. Under the bill, medical device manufacturers would be required to pay a $20 billion tax to help pay for the reform effort.
