Sharon Woda is a Director with Manatt Health Solutions (MHS), an interdisciplinary policy and business advisory division of Manatt, Phelps & Phillips, LLP. She advises public sector clients on how to implement new healthcare programs and works with payors and other private sector companies to understand the associated business opportunities and implications of healthcare reform.

Ms. Woda has led multistakeholder engagements to help states plan for and implement new insurance marketplaces. She is skilled at managing complex, multidimensional projects that require a deep understanding of healthcare policy and regulations, coupled with the ability to evaluate options and recognize the operational implications.

Ms. Woda served as project manager performing market reform work for a state Department of Insurance, which required deep knowledge of exchange-related statutes and regulations. Her role included assessing implications of these regulations across stakeholders, writing policy papers, and making recommendations to the Department of Insurance. In addition, she assisted the Department in assessing capabilities and requirements for the implementation of plan management. Ms. Woda also managed several health reform implementation efforts for Maryland, where she looked at the design and development of various Navigator roles and responsibilities to advise the exchange on considerations for deploying a Navigator model.

Prior to joining MHS, Ms. Woda was a managing consultant with The Lewin Group, a healthcare policy research and consulting firm, where she led a multiyear project with the Office of the National Coordinator for Health Information Technology to implement provisions of the Health Information Technology for Economic and Clinical Health (HITECH) Act. Prior to Lewin, Ms. Woda worked at United HealthCare to develop customized networks.

Ms. Woda received her B.S. from the University of Florida and her M.B.A. from The Wharton School of the University of Pennsylvania.

She is a co-author of the Bloomberg BNA Health Law & Business Portfolio Series No. 2350, Affordable Care Act Implementation: Regulations, Models and Implications.
